DONALD BARBER's Arrest and Mississauga Corporate Security (June 7, 2006) video surveillance analysis JUNE 7, 2006
It was exactly two years ago today that Mississauga citizen-activist, Donald Barber was arrested by Mississauga Corporate (City) Security guards.
In 2006 alone, Freedom of Information confirms that Mississauga Corporate Security issued a minimum of 815 Bans, Arrests, Trespass notices and "Others".
MISSISSAUGAWATCH says minimum because we've accumulated evidence that not all bans are recorded. Citizens are also banned over the telephone and through email. This behaviour is actually condoned by the Corporation of the City of Mississauga (at least we're forced to reach that conclusion considering we complained about such citizen treatment directly to the Mayor and Council --and received no denial, let alone reply that informal telephone/email bans are not allowed and that they'd be looked into).
"The goals of the policy are to stress accountability" --so they say. "...and will take the appropriate action."
Which brings us right back to June 7, 2006 and the arrest of Donald Barber.
Today, MISSISSAUGAWATCH has prepared a response to June 7, 2006 in the form of the actual Mississauga Corporate Security video surveillance tape that Mississauga Corporate Security would use as "evidence" for Mr. Barber's inevitable trial.
The footage (from "Pelco One" --the security camera inside Mississauga Council Chamber) is one hour in length and spans the time 11:59:56 to 12:59:57.
Here's the deal. MISSISSAUGAWATCH asks why 11:59:56 to 12:59:57? What about the three hours of security footage showing Barber arriving and his presence in the audience? Why was this footage erased?
Given the way that Mississauga Corporate Security zooms Pelco One in on people, like right onto their notes, we'll never know the degree to which Mr. Barber's privacy was violated two years ago today.

The Corporation of the City of Mississauga likes to use that phrase. "In the interest of fairness and cooperation"...
"In the interest of fairness and cooperation" MISSISSAUGAWATCH will share email we received this week from The Corporation of the City of Mississauga regarding its City (Corporate) Security. It reads in part:
"In view of Corporate Security's special enforcement responsibilities within the City, Legal Services, Corporate Security and Management Services are developing a formal code of conduct and complaints procedure for Corporate Security which will be tabled for Council's consideration in the upcoming months. This information will be posted on the City's website and will be readily accessible to the public with the objective of providing a clear, consistent procedure for lodging any complaints against Corporate Security. It will also outline how such complaints will be handled once they have been received by the City. "
The City of Mississauga was incorporated in 1974. Hazel McCallion was elected Mayor in 1978. 1978.
Let the history of Mississauga show that in 2008 --30 years later, McCallion's Mississauga still hadn't a public complaints system.
For anyone still reading this far, also for the record. It was Don Barber's December 12, 2007 Council deputation on Mississauga City Security that surely got this admission. After 30 years in office, McCallion's Security Guards have no Code of Conduct or a public complaints procedure.
Mr. Barber and I couldn't agree on when to go up in front of Council.
Me, I still had Freedom of Informations coming in --I insisted on waiting. But Mr. Barber having been arrested and having B'in There, Done That, felt compelled to spare others his experience. Especially Youth and those too Poor to afford real lawyers.

"(c) City Security Donald Barber, President, Friends of the Cawthra Bush and Greater Mississauga Area and Chair, The Cawthra Ratepayers' and Residents' Association, appeared before Council advising that the City lacks a proper complaint process regarding City security. In response to comments made by Mr. Barber with respect to how the City handles complaints regarding staff, the Commissioner of Corporate Services and Treasurer advised that all complaints received from the public by Security regarding staff are logged and appropriate action taken. She advised that currently there are no complaints logged by Security regarding Security staff. A verbal motion of receipt and referral to staff for appropriate action was voted on and carried."

Heads up to citizens of Brampton or anyone making Freedom of Information requests in this city. Brampton will tell you that they're committed to giving the public WITHOUT having to file a formal Freedom of Information request.
Be EXTREMELY careful! Brampton (or any cith) may encourage you to speak with a manager to provide you with the informationh you need.
But you leave yourself vulnerable to not getting the entire story.
Absolute-take-home-message
ONLY by filing a FORMAL Freedom of Information request can you have any hope of getting (digging out) the information you may need.
Example, ONLY through a FORMAL Freedom of Information request can you gain access to city employee EMAILS!

Mississauga Council Chambers has a special Pelco PZT (Pan Zoom Tilt). I call it "Pelco One" --the seminal Pelco. The Mother of all 300 Plus Mississauga Pelcos.
This video is extraordinary because it not only shows "Pelco One" in all its magnificence but also actual Mississauga Corporate Security security-footage FROM the actual Pelco installed high above Mississauga Mayor Hazel McCallion's left shoulder.
"Pelco One" is one active Pan-Zoom-and-Tilter!

The situation is similar for long-term care facilities, children's aid societies, school boards or police. My office hears complaints from thousands of people every year about these crucial publicly- funded services, but we are powerless to help them. The government could change this, but this past year, it expressly chose not to -- it repeatedly turned down legislative opportunities to remove these institutions from their zones of immunity. This is a downright embarrassing situation for Ontario. All is not well in the MUSH sector, yet Ontario is dead last of all provinces in providing independent oversight of these institutions. Millions of Ontarians are at the mercy of a special kind of Big Brother -- the hospitals, the long-term care facilities, the children's aid societies and the like are cleverly guised as "private entities" and deemed off-limits to proper checks and balances. Big Brother has his hand firmly planted in our back pocket -- government revenues his lifeline; unaccountability his refuge. Ontario is, shamefully, a "have-not" province in this regard."

On December 11, 2006, MISSISSAUGAWATCH tried to convince The Council of the City of Mississauga to postpone passing The Corporation's Violence, Vandalism and Bullying Policy.
On December 13, 2006, this policy was passed by unanimous vote. At the same council meeting, Mississauga's Video Surveillance Policy was approved without a single word of debate.
There were problems with that policy as well --as numerous Freedom of Information requests confirmed.
Both these policies are now one year "older". Oh wellllllll....
