Truthfully, I don't think agree with votes, protests or any kind of democracy. It doesn't work because efficient executive processes react faster and better.

You're better off without a leader. Leadership is useful in two ways

1) Organisation
2) Inspiration

Both require a face, even it is masked. But it has to be unique. Unfortunately that is not anonymous anymore.

I don't think a cell-like organisation can reach a collective decision. Heck, you couldn't even arrange a ballot, because someone would have to be in charge of counting votes.
