There is a fundamental difference between the right of people to document what police (public servants) do in our names in public view, and police surveillance of private citizens. People have the right to free speech without state harassment; we also have a right to know what our public servants are doing on our dime. While there is nothing illegal about police taping things in public, this surveillance can and does quickly descend into harassment and slander (wiki COINTELPRO for background).
