I am one of 17 people who, in 1991, wrote the California Hemp Initiative (CHI). This Initiative called for allowing people, who need the use of hemp (slang termed: marijuana) for medical reasons, to grow 6 plants or less in their own homes with out fear of prosecution. The 17 of us who wrote this initiative then recruited an army of volunteers to gather enough signatures to get it onto the voting ballot in 1992. That year, the California voters over-whelmingly supported CHI and it became state law shortly there after. Since that time several other states have also followed our lead.

At the time that we wrote the Initiative, all 17 of us hoped that enough other states would pass similar measures and force the federal government to repeal the 1937 Marijuana Tax Act.

'Time 4 Hemp' was created by myself and a handful of dedicated marijuana activists freely giving their time and talents in order to bring publicity to the California Hemp Initiative. The series made its debut through the Van Nuys Community Cable Broadcasting Company on January 5, 1991. In three short months, it went national. By the end of the year, it was an international cult classic.

Featured among the interviews for the series are: Willie Nelson (country singer and a founder of Farm Aid); Dr. Timothy Leary (one of the fathers of the LSD movement); Steve Bloom (editor of High Times magazine); Keith Stroup (founder of NORML); Jack Herer, (author of the book 'The Emperor Wears No Clothes'), and Kevin Zeese (a founder of the Drug Policy Foundation). To create a special roll-in segment for the Dr. Leary interview, I participated in the UCLA Smoked Marijuana study funded by the United States government. I am the only participant EVER allowed to be filmed in a study of this nature.
