European Court of Human Rights
The Council's most significant achievement is the European Convention on Human Rights, which was adopted in 1950 and came into force in 1953. It sets out a list of rights and freedoms which states are under an obligation to guarantee to everyone within their jurisdiction.

A constitution is a system for governance, often codified as a written document, that establishes the rules and principles of an autonomous political entity. In the case of countries, this term refers specifically to a national constitution defining the fundamental political principles, and establishing the structure, procedures, powers and duties, of a government. Most national constitutions also guarantee certain rights to the people. Historically, before the evolution of modern-style, codified national constitutions, the term constitution could be applied to any important law that governed the functioning of a government.

Constitutions concern different kinds of political organizations. They are found extensively in government, at supranational (e.g. European Union), national (e.g. United States Constitution), and sub-national or provincial (e.g. Constitution of Maryland) levels. They are found in many political groups, such as political parties, pressure groups, and trade unions.

Non-political entities, whether incorporated or not, have what we call a "Constitution (corporate)." These include Corporations and Voluntary associations.

Interests and Hobbies: Civil rights are the protections and privileges of personal power given to all citizens by law. Civil rights are distinguished from "human rights" or "natural rights". Civil rights are rights that are bestowed by nations on those within their territorial boundaries, while natural or human rights are rights that many scholars claim that individuals have by nature of being born. For example, the philosopher John Locke (1632--1704) argued that the natural rights of life, liberty and property should be converted into civil rights and protected by the sovereign state as an aspect of the social contract. Others have argued that people acquire rights as an inalienable gift from a deity (such as God) or at a time of nature before governments were formed. Laws guaranteeing civil rights may be written down, derived from custom or implied. In the United States and most continental European countries, civil rights laws are most often written. Examples of civil rights and liberties include the right to get redress if injured by another, the right to privacy, the right of peaceful protest, the right to a fair investigation and trial if suspected of a crime, and more generally-based constitutional rights such as the right to vote, the right to personal freedom, the right to freedom of movement and the right of equal protection. As civilizations emerged and formalized through written constitutions, some of the more important civil rights were granted to citizens. When those grants were later found inadequate, civil rights movements emerged as the vehicle for claiming more equal protection for all citizens and advocating new laws to restrict the effect of current discriminations

Industrialized countries also have varying approaches to balance freedom with order. For instance, the United States First Amendment theoretically grants absolute freedom, placing the burden upon the state to demonstrate when (if) a limitation of this freedom is necessary. In almost all liberal democracies, it is generally recognized that restrictions should be the exception and free expression the rule; nevertheless, compliance with this principle is often lacking.

John Locke is perhaps the most prominent philosopher that developed this theory.
Democracy is a representative democracy in which the ability of the elected representatives to exercise decision-making power is subject to the rule of law, and usually moderated by a constitution that emphasizes the protection of the rights and freedoms of individuals, and which places constraints on the leaders and on the extent to which the will of the majority can be exercised against the rights of minorities
